It says “Say ye to the righteous that it shall be well with you.”
The power in a statement is determined by who is the one speaking.
For example, if somebody has a case in court and he goes there in the morning and meets a cleaner who was cleaning the ground and the cleaner says “Don’t worry, you’ll be discharged and acquitted.”
You know the cleaner is just wishing the fellow well because the cleaner doesn’t have the right to set him free. But if the judge was driving in and he sees that fellow standing and says “I remember your case, today, you will be discharged and acquitted.” That fellow will know his case has been settled.
